Just 80% of people need to have voted. As of now, unless I missed something, two people have not voted, and one can't vote. If I include that, I have 7/9 ~ 77.78% which is close enough. I wasn't sure if I should count the person who can't vote though, since no vote isn't technically a vote. That's why I haven't ended the day yet. I'll ask WoW about this whenever he gets online.
