It's the Chinese. I'll wait for outside Western certification before i get excited.
Also, 4 wings? Even if it was real it wouldn't surprise me if they've mixed up two fossils together. It's not the first time it's happened....
a number of dinosuars once thought to exist turned out to be bones of different dinosaurs mixed together or arranged wrong.
