When you look at the country, it's one that is run by a right wing extremist government that is losing the wills of the people and they know it.
They rigged the current election to try and stop the tide. (Well the even more right wing group of the leader group.)
Say you've got the people are the door, screaming for regime change... it's game over your going to be hung anyway... why wouldn't you fire off a bomb or two at Israel and/or Europe?

Nuclear Deterrants only work when you have stuff to lose. When you have seemingly nothing to lose...
Or... some of the Revolutionary Guard could escape with the nukes.
Or a bomb could be smuggled to terrorists...
All kinds of stuff could happen.
