Take a good look at the list guys... every one of those games is published by Sony, and its a good chunk of Sony's 1st/2nd party lineup for the PSP.
The other publishers are obviously not interested in the same sort of goodwill program. I don't think its accurate to blame Sony. Its entirely possible that the various 3rd parties could implement some sort of "send your UMD disc to us, with a couple $$, and we will send you a download code" program -- but I doubt it'll be directly through Sony.
