Or just uncompress it using winzip, drop it into a folder ps3/exports after attachiing your PSP to your computer via the USB cable.
Export it to your PS3 from there. If you want to use it on the PSP, attach your PSP to your PS3 via the USB cable, click on the save inside the memory card utility you want to use, click triangle, then copy. It will ask if you want to convert, click yes. There you go!
