They'd really have to offer something special. As it is there's something in the neighborhood of 90% overlap between PS3's line up and 360's, and there aren't a lot of scraps left to fight over.
The only company I could see pulling it off is Apple. Sega simply will not go back to hardware, EA has enough of a mess on its plate already, Activision's bright idea for hardware is to drop the console altogether, and the other two already make more than enough off of their current products and wouldn't want to muck things up by making a product that doesn't fit their business model.
