Better yet, the Bible specifically mentions the notion of people being born without the desire for women:
Matthew 19:12
For some are eunuchs because they were born that way; others were made that way by men; and others have renounced marriage because of the kingdom of heaven. The one who can accept this should accept it.
I think the key here is the thought of being born a eunuch (that is, sexually neutral) - Jesus even spoke of it. Again, if someone is born this way and has no desires, I'd argue it'd be pretty easy for someone to correlate those feelings with homosexuality. After all, we live in a society that panders sex at an early age.
I don't think a lack of testosterone = being attracted to men. That just means you may not be attracted to women. There's a distinction there because you may just not be attracted to anyone at all.
