Serial killer are their own third faction. It is not a likely one to win, but it is fun to play. Trying to manipulate both sides to keep a healthy balance is always fun. You could also throw in two seperate and competing groups of mafia if you wanted to try and balance that headache.
I am also surprised we haven't seen a Godfather officially appear in games yet. During the last game I ended up kind of assuming the role by default (up until my death) and I am given to understand that the same happened in the game WoW was mafia. Might as well either formalize it, or allow the mafia to formalize it. Especially given how every game has two investigative roles.
