Well, Im 19 too, a guy and I dont drive, though in Chile you can drive alone just when you turn 18, you can drive at 17 but need to be with a guy that has at least 5 years of experience.
Besides, if public transportation is good then there is no problem, for me the only problem is when I go out late but almost always there is one of my friends that live near me that will drive me home xD.
