I think both have done well regarding game quality - although neither being mass market enough to attract too much shovelware, and both being expensive to develop for is probably a big factor.
Of course, with 360 being on market longer it should have more games with higher scores or in fact you could argue the quality of library was much worse than PS3.
By the same token I'm sure (can't be bothered checking) that the 360 probably has more games with lower scores for the same reason.
Try to be reasonable... its easier than you think...
