By best I will take you to mean worst :)
Alex is the worst, he is the most evil person listed.
- The Butcher is no different than many other period in his time period, and was actually a lot nicer than other villians listed.
- Amon Goeth is the second most evil, but his evil came from an evil ideological worldview. He did great evil to Jews, but treated other people who were German, French, Italian, etc. much better, unlike Alex who would do evil to anyone. He did more evil on a larger scale, but if given the same opportunity others in the list would have done more.
- Derek Vinyard turned out to be a good guy in the end, from his actions he is hardly a super villian since most people he was in jail with where much worse than him.
- Hannibal Lector is just crazy, and the evil he did doesnt compare to others on the list.
- Tyrannosaurus Rex is not evil at all, he is just doing what any other animal would do.
