I dunno. It's not like legal citizens can't do work under the table.
It's very common in spain. I've heard of some citizens doing that here. Working under the table while still collecting unemployment.
Mostly construction.
I think it's more that they're used because these people have no barganing power. Which will slightly be changed but i doubt enough to change your entire workforce.
