Now as for the topic at hand... well duh. Bush tried the same thing to but was foiled. Whoever makes those people legal immigrants just won themselves a lot of votes. Hence why people ignore the fact they broke the rules and that legal immigration can accept less because we know that illegal immigration will happen... so people that follow the rules are delayed or forced out all together.
As for this being against his promise. Not really... cause they wouldn't be illegal aliens then. They'd be legal citizens.
The problem with what he said is that the way we treat healthcare is we go by someones word. If they say they're a citizen they are... no social security number or anything needed.
So to claim that no beneftis of the new plan will get to people who aren't citizens... that's kinda silly.
