Well pretty much everything actually. I just want to make my lower half body proportional to the upper body.

You should do inner thigh lifts, outer thigh lifts, squats, and try to do some running or jogging.

Also, lifting your heels up and standing on your toes, up and down in a slow controlled motion will tone your calves.
