She had great tone, conveyed enthusiasm with every line, maintained a consistent accent (natural or otherwise), and emphasized her words well.  I would have preferred a slightly more laid back accent like the VA if Arumi of Abenobashi but that's my preference.

I came to the conclusion a while ago that most vgChartz members wouldn't know good voice acting if it bit them in the arse.

Look, I know country accents. Many around me do, and I was born in Texas. It's a bad country accent.

An exaggerated accent doesn't infer bad voice acting.  It's simply an exaggerated accent. 

Theater performers often use them to accentuate characters and roles.  That doesn't make them bad actors, it's simply a tool of the trade.

Bad voice acting is frequently messing up emphasis, failure to convey the emotion attached to the scene with poor delivery, and unclear speech.  These are things you typically see in inexperienced voice actors and the woman in that video was most certainly not inexperienced.
