i wish i could report you for this, it seems like quite a closed-minded thing to say, especially in a day and age when people are free to make decisions regarding their own bodies 
you might find it wrong for whatever reason but thats no ustification for you to term it "weird and disturbing" for anyone of any age to do it.
OT, i think 12 is definitely young, for physiological and emotional reasons. but the parents clearly know the maturity level of their own child, and if its something he'd been talking about for years it doesnt sound like he chose to do it on a whim. i believe the body is just a tool, to be looked after and used, and some people have the wrong gender of body assigned to them at birth. there's no reason why that shouldn't be corrected if it can be.
(i used to get weirded out by stuff like this, i thought it was disgusting too. then i grew up).
