No, I don't think it's a design fault. Designed according to industry standards as Sony pointed out in their rebuttal.
The PS3 built quality is really good, actually considering its more complex technology (Blu-Ray vs DVD drive, Cell processor and extra like Wi-Fi and default harddrive and newer standards) IMO the PS3 should be more failure prone than the 360 if an equal amount of care would be taken.
Luckily that's not the case!
