You can blame exactly one person for Australia not having an R rating for games, Michael Atkinson. All the other Attorney-General's agree that Australia should have an R rating for games, but this clown has some personal adgenda against games. He is even blocking the release of a document show the results of a survey on whether the Australian public thinks an R rating should be put in place. It's obvious that the document must show that Australians are in favour, otherwise why would he be blocking it?
As long as the game is sold in other PAL regions (or is region free), as there are no restriction on importing the game, console players will be able to import copies. PC users should also still be able to purchase it off steam without any issues too (unless steam has an australian based server for sales, I've never used it so I'm not sure).
