Originally named Gran Turismo 4 Mobile, the game was intended to be one of the flagship games of the PlayStation Portable. The game was supposed to release in 2005.

This. 5 years in the making is not rushed.

Which means PD just didn't consider a career mode to be essential and consciously didn't include it.

Whether each GT fan thinks that the lack of such a mode is a reason not to purchase the game, is his or her own choice.
