I personally think the 21/20 is just a figure of speech, it's a bit like stamping the 'Editor's Choice' logo on the review, except, without the logo 
Although I agree it's a dangerous path to take. Once you give 21/20, does it open the door to 22/20, 25/20, etc? It could render their scoring system a bit meaningless.
