The DS didn't move Suikoden forward any because Suikoden on the DS was a side game. Created by a side group in Konami who were effectively making a game that played more like a Final Fantasy game with 108 characters. And to say it bombed because it was on DS is like saying Final Fantasy Crystal Cronicles DS was a bomb because it didn't sell as well as Final Fantasy XII on the Playstation.
But the point is, there's a reason many major RPG series are going to DS and Wii now. And that's because Japans fanbase has overwhelmingly focused on those two systems. And the major thing Suikoden needs is to capture new fans, not appease 'Sony' fans or those who like better graphics in RPGs.
Save state transfering has been killed off by Suikoden IV and V. As well as the consecutive storyline. If the new game is in fact a Suikoden game and the creator wants to put it on the Wii or DS, he can. And it will be a wise financial decision. The PSP, while also RPG heavy, might be a tough sell for Suikoden. Because it will put the game in the same niche category as it was before. While many 'RPG' fans own PSPs, not all of them are 'Suikoden' fans. While if you put the game on the DS, you already have a much larger userbase. And all you need to do is market it. It will be like Konami is already doing with Castlevania. A revival of the series. And a much needed one at that.
