Nigeria has one of the most corrupt governments in the world, and they're really taking advantage of like the one time in history where they almost have a legitimate claim to squeeze someone for money. At the end of the day, though, this is really no better than racketeering. Officially sanctioned, sure, but basically just a fee to do business in the region unmolested. If they had a real issue they'd try to do something about the underlying issue to begin with.
