No the OP is correct....... the 360 normally overpowers the PS3 in america, there is no doubt at all that we should see more marketing in the US. I would expect the situation reversed in japan for example where the PS3 dominates the 360.
All the same, I think that the 360 price cut will hamper MS financially, basically making them put a large part of their money towards that price cut. Sony also had a $100 cut but at least they cut a significant part of that figure out with the cheaper to make PS3-slim.
So, we may see sony catching up to some degree for things like advertising as they won't be hurting for money as much as the MS guys.
