I don't think pigmentation is a good indicator for race. This is even more the case in Anime/Video Games where there are people with blue, silver, or any other non natural hair color. What I do notice though is that a lot of the characters do look Japanese feature-wise, though with lighter pigmentation. Cloud is an example. I doubt you would see any European descent person, or more specifically natural blonde person who has all of the facial features common with these video games/anime characters(examples are no or low Eye Brow Ridges, Low Nose Bridge, High Cheek Bones). There are a few exceptions though. The new blonde guy in this game(I forgot his name?) actually looks like a European. Oh and btw, the average European(or European decent) doesn't have natural Blonde nor Red. I think it is around 10-15% of the U.S white demographic has natural blonde hair, and probably much less for Red. Most people have some form of brown . The most rare in European populations though is "true" black hair. Most of what people call black is really a dark brown pigmentation opposed to actual black. Still like I said earlier, pigmentation isn't a good measure of race. If that were the case then American, Australian and African natives would pretty much be the same race, yet they are the farthest apart when you look at genetics.
