They are spending the money on new projects like Natal... why would they need to re-design it ?

wrong, redesigning it means they can shrink down the over size and weight of the unit, they'll save money on materials, they'll save money on storage, and they'll be able to ship more at a time which again saves money and this equates to more profits, this is the whole point.
Have you seen how hollow the 360 is?
They would do well reduce that waisted space, and to boot they'll refresh the 360 look, and this along with a good price equals more machines sold.
The only reason they wouldn't release a slim is if there ready to release the next xbox, it's that or the fact that the hadn't initially planned to redesign the 360, but are doing so know, and this of course takes time as they need to redesign the layout of the machine as well as the looks of it as well as retool their factories, all this taken into account could mean that they could technically be ready for a slim to be launched along with NATAL, a relaunch if you will, and one targeted towards the casuals, this would be the most obvious direction Microsoft should go.
Like I said though, the whole point of a redesign is saving money and increasing profits, and at the end of the day this is just smart business.

Hey, Microsoft is no engineering company like Sony.
They strengh is on Software and services. I could hardly believe that it would be part of their strategy.
Sony does hardware.
Microsoft does software.

Microsoft is in the hardware market now, they have engineers for both the Zune and the 360, this alone break your logic.
Now in regards to hardware expirience, then clearly Sony have it, but this doesn't stop Microsoft engineers drom slimming down the 360.
Plus they have the means and the capita to certainly do a slim and most likely they will after seeing the sales increase Sony has had because of a redesign in conjunction with a price cut, the question of course is, will Microsoft pursue the slim to lengthen the life cycle of the 360 along with natal, or will they ditch everything to start a new generation....I'd say they'll go the slim and natal way...there is still lots of many to be made this generation so no need to cut it short.
