I'm going with Liquid Ocelot as well...the guy was never the central villain in MGS1, MGS2 or MGS3...he was always the secondary villain to Liquid Snake, Solidus Snake or Volgin...yet you knew there was something about him and that mystery made you pay attention to him a lot...and then in MGS4 he finally becomes the central villain and was awesome in it!
