What makes a gaming console the best is what it brought to video gaming that did not exist (or was overlooked by the vast majority) before. Otherwise it comes down to sales.

Atari brought in transferrable media (the cartridge), PS1 brought in multi-media (CD playback), Dreamcast brought in online, though arguably online was still in the marginal category until XB1 came out, so you could say XB1 = Dreamcast wrt bringing online to console gaming, Gameboy brought in mobile gaming, PS2 brought in motion control (Eyetoy).

Of course it was really PC/home computer that brought all these things to gaming, apart from motion control. So you could say that PS2 represents the only true gaming innovation brought in by consoles. In that respect PS2 does deserve #1 but not for the reasons stated in the OP.

And in respect of real innovation what has this gen brought to the table? Nothing really, it's brought a great deal of refinement and advancement to existing technology, but there's been nothing particularly innovative to arise from anyone. And don't say Natal, Natal still finds it's genesis in the eyetoy of the PS2.

Beloved games, improved graphics, 3-D game design etc etc are all either a matter of opinion or reflective of a natural advancement in technology and the creative freedom it progressively provides.

Yeah... if you count the Eyetoy as motion control then you have to count the Powerglove...
