Keep at it, you'll find yourself making progress slowly but steadily.
There's just something about the setting, and the ability to just head for the horizon, that is terribly appealing about Fallout 3.
I spent ages wandering around before finally actually trying to get anywhere with quests, etc.
Try to be reasonable... its easier than you think...
