sounds like bullshit to me
(edited for elaboration): Even if the article says it isnt to be blamed on one system, the fact of the matter is by developing for both consoles and keeping it the same you cant optimize for either. You have to down grade the graphics for both just to keep it fair.
Yes I am a fan of the Playstation 3, but I am an even bigger fan of intelligent and rational dialog. (If you are up for an intelligent exchange of ideas, you are more than welcome to add me as a friend)
