The Cell will not insure that the PS3 will last longer than the PS2. The Cell will likely provide a good base for the PS4.
What Sony needs to do is realize that they can't afford to bankrupt their developers with difficult to program consoles. They need a really good abstraction layer--such as those that exist for high-end graphics cards--to lower the cost of building high performance apps on their consoles. MS seems to get this with their developer kits, although even MS could do better than what they've done so far. MS and Sony also need to build tools that will make it easier to create the high-resolution textures, artwork, etc. that HD console gamers now expect to see.
The real challenge for consoles now isn't leapfrogging the competition performance-wise... it's making games development practical again. The steep learning curves for every new generation have to go, otherwise the game producers aren't going to survive.
