According to mafiascum's wiki, the Arsonist's alignment is "Third Party."  This means that he doesn't win with the townsfolk or mafia, he needs to be the last person alive to win.

Also, that in no way contradicts what I said. I'm pretty sure that we the town have to get rid of all the Mafia and the arsonist.

Yeah, I think so. The Town doesn't win if he gets rid of all the mafia until they kill the Arsonist. Though, I wonder what would happen if only the firefighter and the arsonist remain
