The upscaling to me is quite noticeable.
On the other hand, my ps2 games are split between 3 regions (though PAL only accounts for.. two games) so I'm keeping the ps2 even with my B/C ps3.
I don't think they'll make B/C region free any time soon, I'll probably just get a Japanese PS4 to go with the US PS3 in some years.
