Arsonist is "Third Party" and "Anti Town" meaning the Arsonist wins when everyone else is dead.

The Arsonist loses when the town loses to the Mafia. If the Mafia wins, he can't win. He'll want to keep the game in balance until all of the Mafia is gone.
