I don't see what the big conspiracy is. The examples and quotes given clearly show that SE made FFXIII to increase the amount of sales. Especailly seeing how the PS3 was selling the least over time, they probably scrambled to find a way to make the game come out sooner. Realizing that wasn't going to be possible, they came up with an alternative plan to put it on the 360 to try to get more people in America/Europe to buy it.
Yet again, I think this is an example of people who like one or another console a little too much and feel their exclusive was hijacked. And have to come up with an elaborate reason why. But their reasoning does have one grain of truth behind it. The majority of games on the PS3 and 360 are going multiplatform now. And the reason is staring them right in the face. The only way a game on the 'HD' consoles can move the same amount of software as on the Wii is if you put it on both of the consoles. Both because each console has a smaller amount of hardware in comparison and because there's all these biases going on. One guy will only buy a game if its on the PS3, while another will only buy a game on the 360. How do the third parties get around this? They have to put all their games on both systems now.
Fans can't complain about their exclusives when they're causing the problem.

...no. FFVII didn't make the PSX 'win'. It didn't even come out until 2 1/2 years after the PSX released. I wish people would stop inflating the role of this game. There was a number of pivital and important games that came out before FFVII. Suikoden, Twisted Metal, Resident Evil, etc.
