The only thing worse than almost nothing is nothing. If we simply abstain a round then the mafia get a free kill, and we are at square one again. If nothing else we need talking going on so we have to maintain the illusion that people want someone dead. This works equally well for the mafia, but perhaps you view it as evening the odds slightly.
