What makes GT and Forza racing sims, what disqualifies GRID from being one?

What other game uses a WHEEL in a racing game? I mean.. a WHEEL. I nearly crapped my pants when I saw it.

A wheel without pedals and the gearstick is like a joystick without any buttons...
