While I'm not really sure where I stand on having a new photo without a black man in it (and like others pointed it out, they kept an Asian man in, so that kinda puts the whole there are no blacks in Poland argument), but I don't think that taking a new photo vs doctoring it changes anything. If there was an original photo with the black man, and then they take a new one with that in mind, with the purpose and intent to have a picture without a black man, then it's the same as doctoring it to have a picture without a black man IMO.
