Yes, likely like with Uncharted 1 looking amazing and Uncharted 2 being even more amazing, you have to be very unwilling to stop progress when there's still a lot of headroom to tap into. Like there's still a lot of headroom for Killzone 3 to improve its gaming engine according to the developers. It will be done.

The initial game engine design from scratch nowadays costs the most time and engergy for a modern game. After that you can introduce stepping stone enhancements with new game releases.

Game design and assets development take a lot of time anyhow, what should your kickass programmers do meanwhile? Why not allow them improve things further or you might as well fire them...
