Erm, 358 isn't filler. Every KH is important when it comes to the story, even Coded...
Anyway, those are just what Ansem/Xemnas want, we don't really know what Xehanort wants to do. He probably has something to do with KH though but we don't know exactly what he wants.
From the latest BBS info, I'm gonna assume Xehanort is Terra's Unversed (the new enemies in BBS) and Nomura said an Unversed is ""those that are not well-versed in existence/life" and they grow out of negative emotions." So I'm assuming Terra turns teh evil and somehow that causes Xehanort to be pissed for some reason because he isn't well-versed in existence/life?

Yes it is. It just explains the story of Roxas. Not even, we know his story. I think you could take it out and the story wouldn't be affected.
And, no, Xehanort is a person. Terra, Aqua, and Ven are the ones who may be an Unversed, Nobody or whatever. They don't have "real" keyblades and Ven looks surprisingly similar to Roxas.
