Natal will definitely be used in conjunction with the 360 controller for some games. MS is marketing controllerless gaming to try and bring in a new audience, that doesn't mean they don't want Natal to be used however devs want to use it.
As far as shooter go, we will not see a typical FP shooter with Natal that is controllerless. Mark my words. It cannot happen and will not happen. Something will have to change, just as this person from Rare has stated. People should just go ahead and get that in their skulls.
