People really need to stop showing racing games to prove their point. Almost EVERY racing sim is in an enclosed environment compared to other genres. The Wii has yet to have a good racing sim to compare, so we don't know what could be pulled off.
As for God of War 2, the game uses pre-rendered environments, and a distant camera view, not very impressive from a technical aspect. There are GC games more taxing than it.
All I have to list one game, and you can see that from a techincal aspect it is superior to anything on PS2. There are many others as well, though I don't want to derail the thread by listing them all in one post.

The PS2 cannot do full normal maps, most other shading effects, nor pull of textures as detailed when having fully rendered environments as Super Mario Galaxy.
