I had the same problem. The bitch made me lose like 50 times. Heres is what you do.

As soon as you start shoot Wesker (magnum, rocket launcher - something that does a lot fo damage).

Run for the door. There will be the cutscene where he throws you through it.

Now you have to be lucky. Run upstairs and keep calling Sheva. Run and hide. Dont let Sheva leave your side or she will die.

Now see if you can get behing Wesker without him seeing you.

Shoot with rocket launchers if you have it (infinite RL works wonders here).

He should run away and you get a cutscene and a checkpoint for the second part of the fight.

i actually got behind wekser and shot him with a rocket, while he was down i shot him with 2 more rockets, i waited for him to run away (like he did every other difficulty setting) instead the fucker stands up and kicks my ass.  of course this sends me into "dying mode"  where instead of helping, sheva decides to run in circles around me until i die.......i hate that bitch so bad lol
