Had a thought about possible reasons.

MMO's require two things to run well - RAM or hard drive space (preferably both). This is due to the streaming nature of online aspects of the game and the need to "lock in" memory. PCs are able to use RAM and hardrive, the PS3 is able to use a harddrive but the 360 cannot due to its fractured SKUs. Similarly to the PS2 launch of FFXI, MS may be looking at a HD/FFXIV bundle, but this doesnt come cheap.

There also may be another solution that involves server based memory allocation, but that involves cross-platform play (Squeenix doesn't want to have multiple server platforms for 360/PS3). This is where the "Live" problem may be occurring.
