it is faster, will notice this in the xmb and all supported services besides those that involve the actual game itself (though it will make it easier on the system as a whole, thus causing less heat and more reliability)
The PS3 doesn't need any more power for gaming, there is not a single game on the market that uses anywhere near its full capacity.
