They will add BC when the time is right.
Right now, they need people to buy ps3 games, especially with the price drop and potentially entering the red again. Once they hit like 50-60M they will reintroduce BC. They don't want BC to get in the way of sales, especially when ps2 is still available. BC would kill the ps2 off, and they are making a respectable income off of that already.
