If you look at the sales of Persona 4, Japan is more important than NA, even if it is bigger. Also  if they ported it to the PS2 or Wii that your point about lower NA sales is a moot one.  As for the $10 extra profit, that still isn't enough to make up a budget difference of at least 6m.  I think PSP is the best platform right now if they want to take it to current generation platforms. Then it is PSP/PS2 or PSP/Wii, or PS2/PS2/Wii. It just makes more sense that the series goes to low-end systems than high-end ones, when the game is a low-end one itself.

Well, Persona 3 sold more in NA than in Japan. But anyway, a ps3/360 release is what i want for the series, but expect a PSP/ps2 release.
