They certainly could, but that's not the primary issue. Judging by their actions Valve believes that they can make more profit by taking the same development resources that would have gone to PS3 ports, and applying it toward development of more PC/360 projects. Where making some profit is good, making more profit is better. ROI is more important than simply turning a profit.
Now, whether or not they actually do make more profit this way we'll never know, but they are making calculated business decisions, not just trying to spite ps3 owners.
