There will be a mission where you have to disable some tar dumping machine on the water tower on top of buildings.
Each building will have several enemies. Try there. If you don't get it, restart before killing all the enemies (when you kill all the enemies there is a checkpoint).
If you have already done this mission, therer is a sidemission (a few actually) called Dark Water. Its the same as the mission above, except its only in one building.
