True 720p is 1280x720; that's 921,600 pixels. Metal Gear Solid 4's 1024x768 is 786,432 pixels, so it's actually less than 720p. For comparison, Halo 3 runs in 1152x640; that's 737,280 pixels. So going by pixel count, MGS4's resolution is actually closer to Halo 3's than it is to 720p. Meanwhile, Call of Duty 4 is worse than both; it runs in 1024x600. (614,400 pixels.) It's kind of funny how I've seen some people bash Halo 3's resolution while praising CoD4's - when CoD4's is actually the worse of the two.
Personally, I think the whole argument is pointless. I consider all three to be HD games. But if you want be a hardliner about what qualifies as HD - "nothing less than 1280x720" - then MGS4 doesn't cut it.
