I have a laptop with nvidia's 8600m GT that can run all Valve games med/high. A laptop with an 8600 shouldn't be too expensive these days.
You will get much bigger bang for your buck on a desktop but laptops are fine for gaming.
Mobile console with HDTV FTW.
